KAHULUI – Maui Mayor Richard Bissen announced Wednesday that Marcy Martin was sworn in Wednesday as Maui County’s Interim Finance Director, according to a Maui County press release.
She has graciously agreed to serve as interim director while recruitment efforts for a permanent Finance Director continue, Bissen said of the.
“Marcy’s multifaceted background in finance and her years of experience in various leadership roles within the County Department of Finance contribute to her selection for this interim role,” said Mayor Bissen. “We are grateful that she is willing to serve in this role at this critical time as we work diligently to appoint a new Chief Financial Officer.”
Martin has nearly 25 years of experience in the Department of Finance’s Property Valuation Division, where she began as a valuation analyst in 1995. From 2019 to 2023 and since February 2024, she served as the County’s Property Tax Administrator, directing a team of more than 40 people. full-time employees in appraisal, valuation, administration, tax mapping, title abstraction, compliance and enforcement, and GIS mapping of real estate for valuation purposes.
Maria Zielinski, who served as Interim Chief Financial Officer, was sworn in as Deputy Director of the Finance Department.
She is a Certified Residential Appraiser in Hawaii and earned a Bachelor of Science degree in Mathematics from San Diego State University.
Maria Zielinski, who served as Interim Chief Financial Officer, was sworn in on Wednesday as Deputy Director of the Department of Finance. She was named County Budget Director in January 2023, serving in that role before becoming interim Finance Director.
Zielinski previously served as director of the Maui County Council Office of Services, worked as tax director and deputy comptroller for the State of Hawaii and was chief financial officer of the California Association of School Officials. She was also chief financial officer of Haleakala Ranch, Baldwin Pacific Corp., Haleakala Dairy and Farm Credit Banks.
She earned a Bachelor of Arts degree from City University of New York Brooklyn College.
Mayor Bissen also announced today the appointment of Lesley Milner as Budget Director.
Lesley Milner has been named Maui County Budget Director.
She has served as a Budget Specialist in the Mayor’s Office Budget Office since June 2023 and has served as Interim Budget Director since April.
Prior to joining the Budget Office, Milner was a Senior Committee Analyst at the Maui County Council Services Office beginning in November 2019. Previously, she worked as a Departmental Research Administration manager at Portland State University in Oregon and as project manager for the International Association of Chiefs of Police in Alexandria, Virginia.
Milner holds a Bachelor of Arts from Trinity College in Hartford, Connecticut, and a Juris Doctor from the Catholic University of America, Columbus School of Law in Washington, D.C.
